Energy performance certificate — ΠΕΑ

Required for sale and long lease. Also a genuinely useful list of what to fix.

Short answer

A ΠΕΑ (Πιστοποιητικό Ενεργειακής Απόδοσης) is required when a property is sold or let on a long lease in Greece, and in connection with certain works. It is issued by a qualified energy inspector following an assessment of the building fabric and systems.

When you need one

  • Selling a property.
  • Letting on a long-term lease.
  • In connection with certain permit applications and works, where your engineer will advise.
  • For some subsidy and upgrade programmes, where a ΠΕΑ before and after is part of the process.

What the assessment looks at

  • The building fabric: walls, roof, floors, and their construction and insulation.
  • Openings: glazing type, frames, and shading.
  • Heating and cooling systems and their efficiency.
  • Hot water production, including solar contribution.
  • Any renewable generation.
  • The building's geometry, orientation and exposure.

The inspector visits, records the construction, and produces the certificate. For an old stone or cave building the assessment of the fabric is less straightforward than for a modern block, and it is worth having whatever documentation exists available.

What actually improves a rating on this island

The methodology considers heating and cooling. In this climate the cooling side is where the real gains are, and it is also where owner money is best spent regardless of the certificate.

Cave houses and old stone buildings

These are genuinely awkward to assess, because the standard methodology is built around conventional construction and a yposkafo is thermally unusual — surrounded by rock at a stable temperature, with very high effective thermal mass and no conventional envelope in the usual sense.

In lived experience a cave house is one of the most comfortable building types on the island in August with almost no energy input. Whether that translates neatly into a rating is a question for the inspector rather than for us.

Questions people actually ask

Who issues the ΠΕΑ?

A qualified energy inspector. It is not something a contractor can issue, and you appoint them directly.

How long is it valid?

Certificates carry a validity period, and it can also be superseded by significant works. Your inspector or notary will confirm the current position at the time you need it.

Will renovating improve my rating?

It depends entirely on what you do. Roof insulation, shading, solar hot water and efficient cooling all help. A new kitchen does not.

Do I need one for a short-term rental?

Short-term letting follows a different compliance path. Confirm the current requirements at the time, because this area changes. See short-term rental compliance.

Can you do the upgrade works identified?

Yes — insulation, shading, glazing, solar and cooling are all things a contractor can carry out. What nobody should do is recommend a measure that damages the building to gain a rating.
