The plot decides more than the design does.

Start with the plot, not the house

Owners usually arrive with a design or a reference photograph. The useful first conversation is about the plot, because on Santorini the plot writes most of the brief.

Ground
Depth to competent ground changes across a single plot. Loose pumice will not carry a spread footing without treatment; welded tuff will. The only honest way to know is a trial pit, and it costs a fraction of what redesigning the foundations after the permit costs.
Access
Whether a concrete truck and a crane can reach the plot changes the method of construction, not just the price. Where they cannot, the frame gets designed around what can be carried.
Settlement status
A plot inside a designated traditional settlement is subject to external-appearance control — materials, colours, opening proportions, roof form — and needs approval alongside the building permit. Outside one, the design freedom is far greater.
Slope and retention
Terraced plots need retaining structures before they need a house. Above roughly 1.5 m of retained height that is an engineered structure with drainage, not landscaping.
Water and drainage
Whether the plot connects to a network, needs a cistern, or needs a treatment system changes both the cost and what the permit requires.

The approval sequence, in the order it actually runs

This is where new-build programmes are won or lost. It runs before the construction programme, and design decisions taken before the constraints are known get taken twice.

  1. Topographic survey and title check, including the Κτηματολόγιο position. A cadastral discrepancy found here is a task; found at permit stage it is months.
  2. Concept design tested against the planning envelope and, in a designated settlement, against the external-appearance rules.
  3. Where excavation is involved, engagement with the Ephorate of Antiquities of the Cyclades. This can require a trial trench, and what it finds governs everything after it.
  4. Council of Architecture review where the settlement requires it.
  5. Structural design to the Greek seismic regime, then the full permit file.
  6. Building permit issued. Only now is the construction programme real.

What actually moves the budget

Not the floor area, past a point. Five things dominate.

  • Excavation and retention. Cutting into a slope, and holding what is left of it, is the biggest single variable between two houses of identical size.
  • Access. A plot a lorry can reach and one it cannot are different projects at the same square metreage.
  • Pool. A pool on a slope is a structure with its own retention, drainage, plant room and water supply, and it is frequently the second-largest single item after the shell.
  • Glazing. Large openings facing the caldera are the reason the house exists, and they are also structural, thermally significant and expensive to specify correctly for salt and wind exposure.
  • Finishes. The range here is unbounded and it is the one area entirely within your control.

Specifying for this environment

A villa here faces salt, wind, high UV and a twenty-degree overnight swing on external surfaces in summer. Three specification decisions matter more than the rest:

  • Reinforcement cover and mix design appropriate to a coastal exposure class, not a mainland default. Corrosion is the dominant long-term failure mode on this island.
  • A316 stainless at every anchor, balustrade base and hidden fixing within reach of spray. The cost difference at construction is small; the cost of retrofitting after a handrail stains an elevation is not.
  • Movement joints and detailing on terraces. Terrace waterproofing here fails through thermal movement far more often than through water pressure. The falls, the separating layer and every upstand get detailed before the membrane goes down.

Questions people actually ask

How long does a villa take from first meeting to keys?

Two to three years is realistic on a caldera-side plot with approvals, and it can be faster on ordinary inland ground outside a designated settlement. The construction itself is nine to eighteen months; the rest is design and approvals, and that is the part owners consistently underestimate.

Can I build a new house with a caldera view?

It depends entirely on the plot: its planning envelope, its settlement designation, its setback from the cliff edge and its ground. Some plots with a view are buildable and some are not, and the honest answer requires the title, the survey and a look at the ground rather than a photograph.

Do I need a Greek architect and engineer, or can I use my own from abroad?

The permit file has to be produced and signed by professionals registered in Greece. A foreign architect can absolutely lead the design, and often does, working alongside a Greek architect and civil engineer who carry the statutory responsibility.

What is the cheapest month to start?

Starting in autumn generally gives the best run: the closed season has crew availability, the ferry schedule is less contested for freight than mid-summer, and you avoid trying to pour concrete in August heat or in the strongest wind windows.

Can you build to passive or near-zero-energy standards here?

Yes, and the climate suits it — the harder problem is summer cooling rather than winter heating. Thermal mass, shading and cross-ventilation do most of the work; a cave house solves it by accident, which is worth understanding before over-engineering a new build.
