What the requirement actually means
Every new building in Greece is designed for seismic action. It is not an optional upgrade or a regional extra — it is the baseline, and it is the reason a registered civil engineer must design and sign the structural file.
For an owner, the practical implications are:
- A civil engineer (πολιτικός μηχανικός) designs the structure and carries the responsibility for it. A contractor cannot substitute for this and you should be wary of one who suggests otherwise.
- A supervising engineer (επιβλέπων μηχανικός) has a statutory role confirming the work follows the approved design.
- The structural design affects the architecture — column positions, wall thicknesses, how large an unbroken opening can be. Engaging the engineer late means redesigning.
- The detailing is not negotiable on site. Reinforcement arrangement at joints is designed, and changing it because it is congested and awkward to fix is exactly the wrong economy.
Why the joints are the whole thing
A frame resists lateral load by transferring it through beams into joints, down columns and into the foundations. Every element in that path has to be able to deform without losing its capacity, and the joints are where that demand concentrates.
What makes a joint perform is confinement — closely spaced links around the reinforcement, correctly anchored, in a zone that is already crowded with bars from two beams and a column. It is difficult, congested, time-consuming work, and it is where corners get cut when a programme is tight.
Old buildings, and why they are a different problem
Most Santorini projects are not a clean new frame. They are a new element attached to, or built next to, a stone-and-vault original.
The two behave completely differently under lateral load. The original is heavy, relatively flexible, and fails by walls separating at corners and junctions. The new concrete is stiff with deeper foundations. Attaching them without deciding how they interact produces the crack that gets patched for the next thirty years.
There are two correct answers — tie them together so they act as one, having checked the old structure can take what the connection delivers, or separate them deliberately with a detailed movement joint. See extensions and seismic retrofitting.
Cave houses and the caldera
A yposkafo is generally in a favourable position — it is surrounded by rock rather than standing as a free structure, so it is not subject to the same dynamic response as a building above ground. The vulnerable parts are the built face and portal, and any conventional structure attached to the cave.

Questions people actually ask
Are buildings on Santorini earthquake-safe?
New buildings are designed to the national seismic requirements as a matter of course. Older buildings vary enormously depending on when and how they were built and what has been done to them since, which is what a structural assessment establishes.
Do I need a special design because of the volcano?
The structural design follows the national seismic framework applied by your engineer. There is not a separate volcanic building code that owners need to engage with, and any claim otherwise is worth questioning.
Is a stone house less safe than a concrete one?
Not inherently — traditional buildings that are well tied together have performed for a long time in an active region. What matters is whether the walls are tied to each other and to the floors, and whether anyone has cut new openings without engineering. See seismic retrofitting.
Can I remove an internal wall?
Not without knowing whether it is structural, and in a building relying on masonry for lateral stability, an internal wall frequently is. It is an engineer's question before it is a layout question.
Who checks that the building is actually built to the design?
The supervising engineer has that statutory role. Practically, the checks that matter are on reinforcement before pours, and they need to be programmed in rather than fitted around the concrete delivery.
